The Heating Oil Prepaid Card is a restricted Mastercard voucher designed to help your organisation distribute fuel support efficiently.

Because heating oil is a high-value purchase, we have built-in flexibility to ensure residents can use these funds even if their total bill exceeds the card's balance. This guide covers the operational limits and best practices for managing these disbursements.


āš™ļø Usage & Payment Methods

To ensure a high success rate for your residents, please advise them on the following:

  • Phone Payments (Recommended): Most heating oil orders are for large amounts. We recommend residents pay over the phone, as this allows the supplier to process a split payment. The supplier can charge the Huggg card for its full value and then take the remaining balance from the resident’s other payment methods (such as a personal debit card).

  • Online Payments: These are only possible if the total order value is equal to or less than the balance on the Huggg card. Most online checkout systems cannot split a payment between two different cards.

  • Merchant Acceptance: Occasionally, a local supplier may be incorrectly categorised in the banking system (e.g., as a general retailer rather than a fuel provider). If a resident’s card is declined at a legitimate supplier, please notify us and we can manually add that merchant to our accepted list.


āš ļø Compliance & Spending Limits

The following regulatory limits apply per individual recipient across a rolling 12-month period:

Annual Value

Total issuance is capped at £500 per individual per year.

ID Verification

To exceed the £500 limit, the recipient must undergo an Enhanced ID Check.

Note: This incurs an additional processing fee.


šŸ’” Tips for Program Administrators

  • Set Expectations: Ensure your team informs residents that phone orders are the most reliable way to use the funds. (We also reflect this in our on-screen instructions for the card user).

  • KYB Readiness: Ensure your organisation has submitted its Know Your Business (KYB) form and received approval before you plan to distribute vouchers. You will not be able to access or send the cards until this setup is complete.

  • Escalations: If you have a specific supplier that many of your residents use, feel free to send us their details in advance to ensure they are on our accepted list.
