As a recap,
What is a ESPD?
An ESPD qualification report is the European Single Procurement Document (ESPD), a self-declaration form where a company provides preliminary information about its suitability, financial status, and ability to meet criteria for a public procurement bid in the European Union.
This section displays all qualification report requests addressed to your organisation.
If no qualification report requests have been addressed to your organisation, this section will be empty.
If your organisation is registered as a consortium member/subcontractor, you will be notified of a request by e-mail.
Completing the report
The report request must be opened via the link in the e-mail. The report request can then be edited on the ESPD qualification report requests tab.
If the report contains incomplete information, the system will display an error message, and the report cannot be submitted until all the necessary information has been filled in.
Click on Go to section to jump to the incomplete section.
Submitting the report
Enter the name and telephone number of the contact person for the qualification report
The report can be previewed and downloaded to your computer in PDF format
The Send button will only appear once all the necessary information has been entered
If you are the main bidder, qualification report requests to consortium members/subcontractors must be sent out for completion from the relevant request for participation/call for tenders.
Enter the e-mail address in the field
The request can be resubmitted if necessary
Open the received report, check the information and accept/reject the responses
The tender can only be submitted once the qualification reports for all consortium members/subcontractors have been approved.
Part III: Exclusion grounds
The Part III: Exclusion grounds contains four different subsections that can be opened by clicking on each section or on the arrow icon on the right.
The questions in the Exclusion grounds section are of the ‘Yes/No’ type, and most of them show sub-questions in response to the answers given by the suppliers. The questions in this section may vary depending on the tender in question, depending on which questions the contracting authority has deemed necessary in connection with each individual tender using the structured ESPD. Answers to all questions defined by the contracting authority are required.
Some of the questions in this section refer to the Directive or other legal sources on which the question is based.
