On WhatsApp, a booking confirmation and a promotional offer are not treated the same way. Meta sorts every template into a category, and a template classified as Marketing costs more, needs guest opt-in, and is subject to per-guest sending limits. A genuinely transactional message that is worded carelessly can be classified, or later re-classified, as Marketing.
From 1 October 2026 Meta is changing how it charges for WhatsApp messages, which makes the gap between Utility and Marketing matter more than before. Getting your categories right now avoids surprises on your invoices later.
This guide explains how Meta decides the category, how to word transactional templates so they stay in Utility, how to check the category each of your templates is in, and what to do if one has moved to Marketing.
How Meta decides the category
Meta reads the content of your template, both the message body and the buttons, and assigns the category itself. The category you pick is a request, not the final word.
Two questions decide it:
Is the message tied to something the guest has already done? A booking, a payment, a stay. Utility templates are transactional or informational: booking confirmations, check-in instructions, and cancellation confirmations are the common ones in Bookboost.
Does the message promote or sell? Offers, loyalty promotions, and event invitations are Marketing, and Marketing templates also require proof that the guest opted in.
A quick test before you submit: if the guest had not booked, paid, or stayed, would this message still be sent? If no, it is genuinely Utility. If yes, it is Marketing and belongs in a separate Marketing template.
Utility is the most commonly used category in Bookboost, because most Guest Journey messages are transactional.
What moves a template to Marketing
Check the body and the buttons. A clean body with a promotional button is still Marketing. The following push a template into Marketing:
Offers, discounts, or promo codes
Upsell or cross-sell ("upgrade your room", "add breakfast", "book your next stay")
Loyalty or re-engagement content ("we miss you", "join our club")
Requests for feedback or reviews
Persuasive buttons or calls to action ("Book now", "Shop now", "See offers")
Generic content not tied to a specific reservation
What keeps a template in Utility:
A clear reference to the specific reservation, payment, or stay
Neutral, factual wording that informs rather than persuades
Functional buttons ("View booking", "Get directions", "Contact us")
One transactional purpose per template
Keep transactional and promotional messages separate
This guide is about wording genuinely transactional messages correctly. It is not a way to send promotional content at Utility prices.
Meta runs a recurring check that re-categorises templates, so a promotional message dressed up as Utility does not stay that way. Meta notifies you of a pending category change and then applies it, and repeated miscategorisation can affect your quality rating and, in the worst case, put restrictions on the WhatsApp Business Account. If a message contains an offer, upsell, or feedback request, put it in a Marketing template and send it to guests who have opted in.
Rewriting a template so it stays Utility
Each example below is a genuinely transactional message that was worded in a way that would push it to Marketing. The fix removes the promotional wording and keeps the transactional core.
Booking confirmation
Would be flagged Marketing: "Your stay is confirmed. We cannot wait to spoil you, check out our spa packages and book direct for 10% off."
Stays Utility: "Your booking at {{hotel}} is confirmed. Check-in: {{date}} from {{time}}. Booking reference: {{booking_ref}}."
Pre-arrival and check-in information
Would be flagged Marketing: "Get ready for your trip. Explore our restaurant menus, spa deals, and local experiences, tap below to see our offers."
Stays Utility: "Your arrival at {{hotel}} is on {{date}}, check-in from {{time}}. Your room: {{room_type}}. Directions and contact details: {{link}}."
Payment confirmation
Would be flagged Marketing: "Thanks for your payment. Did you know members save 15%? Join our loyalty club today."
Stays Utility: "We have received your payment of {{amount}} for booking {{booking_ref}}. Your receipt is attached."
Cancellation confirmation
Would be flagged Marketing: "Sorry to see you go. Here is a 10% code for next time, book again soon."
Stays Utility: "Your booking {{booking_ref}} at {{hotel}} has been cancelled. If this was not you, reply here."
A post-stay message that only asks for feedback on the completed stay is a grey area, because a feedback request can itself read as non-transactional. Keep feedback requests and any promotional follow-up in a separate template.
Using ChatGPT or Claude to help reword
An AI assistant is useful for stripping accidental promotional wording out of a transactional message. Use it as an editor, not to disguise a promotion.
First confirm the message is genuinely Utility using the test above. If it is genuinely promotional, do not reword it, build a Marketing template instead.
Then use a prompt like this, pasting your template in place of the brackets:
You are helping me categorise a WhatsApp Business template correctly under
Meta's rules. Meta classifies a template as UTILITY only if it is tied to a
specific transaction the guest has already made (booking, payment, stay) AND
is purely factual, with no promotional content in the body OR the buttons.

Remove promotional wording, keep the transaction reference (booking ref,
dates, amount), and suggest neutral button labels (for example "View booking",
not "Book now").
Check the result against the body-and-buttons list above before you submit it. Language does not change the category, so the same rules apply whether your template is in English, Dutch, German, Spanish, Italian, or Swedish.
How to check which category your templates are in
In Meta Business Manager, per property: open WhatsApp Manager, select the WhatsApp Business Account for the property, and open Manage templates. Each template shows its category, and a banner flags any templates Meta intends to re-categorise.
Meta reviews template categories on a monthly cycle, notifying you of a pending change before it takes effect, so you usually have time to act. If you believe a re-categorisation is wrong, you can request a review within 60 days of the change. In the explanation, show that the message is tied to a specific guest action and reference the booking, payment, or stay, rather than defending promotional wording.
How to reword and resubmit a template in Bookboost
Open the Journey Campaign or Broadcast that contains the template.
Edit the WhatsApp content to remove promotional wording and keep the transactional detail (see the examples above).
Resubmit for approval using the WhatsApp Approval button in the campaign editing tool, or from the WhatsApp Templates menu.
If you change a template after submitting it, submit it for approval again. Changes are not sent to Meta until you resubmit.
Approval normally takes around 2 hours, and in some cases up to 72 hours, so plan ahead.
Once approved, check the category again in the WhatsApp Templates menu to confirm it is now Utility.
Common questions
Why did my Utility template become Marketing? Meta re-read the content and found something promotional, often an offer, a feedback request, or a persuasive button. Remove it and resubmit.
Can I just change the category label without changing the wording? No. Edit the content so it is purely transactional, then resubmit. Meta validates the category against the content again.
Does the language of the template matter? No. The rules apply the same way in every language.
Can I challenge a re-categorisation? Yes, within 60 days of the change. Explain that the message relates to a specific booking, payment, or stay.
