How to Use One Cookie Banner Across Multiple Websites

Cross-site consent allows you to use a single Cookie Banner across multiple websites, centralizing consent management, documentation, and data subject requests. It reduces repeated interactions with the Cookie Banner, making privacy governance easier across groups of websites—whether they are different domains or subdomains.

With this feature, when a visitor records their choice on one website in the group—accepting or rejecting cookies—that preference also applies to the other websites linked to the same Cookie Banner.

What is Cross-site Consent?

With AdOpt, you can configure a single Disclaimer to manage multiple websites. These websites share the same privacy configuration, including:

  • the same Cookie Policy;

  • the same Privacy Policy;

  • the same Terms of Use;

  • the same documentation package;

  • the same Data Subject Requests (DSAR) page;

  • centralized request management in a single environment;

  • the same Data Protection Officer (DPO);

  • the same Cookie Banner visual identity.

In practice, all websites linked to the Disclaimer operate together with regard to consent and privacy management.

How It Works (Visitor Experience)

When a visitor accesses one of the websites in the group and records their preference, that choice becomes valid for the other websites linked to the same Disclaimer.

For example:

  1. The visitor accesses the first website and accepts or rejects cookies.

  2. Later, they visit a second or third website in the same group.

  3. Since the consent has already been recorded, the Cookie Banner is displayed in its minimized state.

  4. The visitor does not need to provide consent again on each website.

In the image above, the Controller Icon is minimized (the purple circle with the AdOpt symbol), indicating that the visitor's consent preferences have already been recorded for this website.

This behavior improves the browsing experience, especially for organizations with multiple related websites, since visitors do not need to make the same decision repeatedly.

Once the consent expires, the Cookie Banner is displayed again across the websites in the group, allowing the visitor to submit a new choice.

Domains and Subdomains

Cross-site consent works across both different domains and subdomains of the same domain. This means you can link websites such as brand-a.com and brand-b.com, as well as store.brand.com and blog.brand.com, to the same Disclaimer.

What Changes When Linking a Website to an Existing Disclaimer

This is the most common source of confusion, and the behavior is intentional.

Previously collected consents remain valid only for the URLs that were already associated with the Disclaimer when the consent was collected.

A newly added URL will only become part of cross-site consent after the Disclaimer has been updated. This does not happen retroactively.

In practice, adding a new website to the group does not automatically extend previously collected consent to that website. After the Disclaimer is updated, the new website becomes part of the cross-site consent group going forward.

Important Considerations

Because all websites are linked to the same Disclaimer, they share the same configuration.

The Disclaimer must be appropriate for the entire group:

  • A single visual identity — colors, design, Controller Icon, and introductory text are shared across all websites. The appearance and messaging should make sense for every website in the group.

  • Shared documentation and requests — all websites use the same documentation package and Data Subject Requests page. Requests are managed in a single environment by one Data Protection Officer (DPO) or centralized privacy team.

  • Tag Scanner coverage across all websites — since one Disclaimer is responsible for multiple websites, all websites must be listed so that the Tag Scanner can identify the services used on each one. The second layer of the Cookie Banner displays all detected services, tags, cookies, and local storage items found across the group. Keep the Tag Scanner up to date and ensure all relevant websites are included.

  • The AdOpt Tag must be installed on every website — this is the point that causes the most confusion. Adding a URL to the URL Mapping section does not make the Cookie Banner appear automatically on that website. Mapping a URL only allows the Tag Scanner to scan the website. For the Cookie Banner to be displayed, the AdOpt Tag must also be installed in the source code of every website in the group. Without the installation, the Cookie Banner will not appear, even if the URL has already been added. In short: mapping a URL ≠ installing the Cookie Banner. Every website in the group requires both.

When to Use Cross-site Consent

Cross-site consent is recommended for organizations with multiple related websites that want to provide a more seamless visitor experience. Typical use cases include:

  • corporate groups with multiple institutional websites;

  • brands operating different domains within the same organization;

  • companies with regional websites or multiple business units;

  • organizations that centralize privacy management under a single DPO or privacy team.

How to Enable It

You can enable cross-site consent either when creating a new Disclaimer by listing multiple websites during setup, or by editing an existing Disclaimer and adding additional URLs.

To add websites to an existing Disclaimer, follow the guided tutorial below:

  1. Go to My Disclaimers.

  2. Locate the desired Disclaimer, click the gear icon, and select Edit.

  3. In the Edit Cookie Banner window, navigate to the URL Mapping section ("Enter the URLs that will be scanned to identify tags and scripts"). Add URLs one by one or use Add Multiple URLs to paste several at once. The number of available URLs is displayed next to the section (for example, Available: 3/10) and depends on your subscription plan.

  4. Click Save. After the update, the same Disclaimer will manage all listed websites, and consent collected on one website will be recognized across the others.

  5. Install the AdOpt Tag on every website in the group. Saving the URLs alone does not make the Cookie Banner appear. Each website must include the AdOpt Tag in its code. Under the Cookie Banner Installation tab, copy the HTML Code for your Tag and paste it into the <head> section of every website, either directly in the HTML or through Google Tag Manager. The same Tag is used for all websites in the group because it references the Disclaimer ID, not an individual website. Then use Verify Installation. AdOpt checks every listed URL and displays the installation status for each website. A website without the Tag is marked as Tag not installed and will not display the Cookie Banner until the installation is completed.

Availability

Cross-site consent is available starting with the Pro plan. The number of websites that can be linked to the same Disclaimer depends on your plan's limit. Check your subscription plan to confirm availability and the maximum number of websites supported for your account.
