Changes to Doffin National Announcement Forms in Mercell

Article relevant for Norway only

Important Note: The changes detailed in this article apply only to public contracting authorities.

Starting September 1st 2026, Doffin will require all national announcements to be created using new form structures. To ensure a seamless transition and full compliance, Mercell is rolling out these updated forms directly within Mercell Forms.

While the content of the forms is changing to meet Doffin's new requirements, your standard workflow in Mercell Forms will remain exactly the same.

Here is everything you need to know about the transition, how it affects your current drafts, and what steps you should take.

Overview of Form Changes

The current N-series forms are being replaced by the new E-series forms. Below is a breakdown of what is changing:

What Does This Mean for Your Competitions?

How you proceed depends on when you are publishing or creating your drafts.

Until August 31st:

  • You can continue to create and publish new announcements using the legacy formats (N4, N16, N16 VOL-CN, and N29).

From September 1st Onwards:

  • New Competitions: All brand-new competitions must be created and published using the new forms (E2, E3, and E4).

  • Existing Drafts: If you created a draft in one of the old formats before September 1st, you are safe to continue working on that draft and publish it in its original format.

  • Ongoing Competitions: For any competitions already published using the old formats, all associated award announcements and change announcements will automatically continue to use the old formats. You do not need to convert them.

Recommended Actions

To prevent any last-minute confusion, we highly recommend taking the following step:

  • Review your active drafts before September 1st. Take a moment to evaluate any unpublished drafts. Decide whether it makes more sense to finalize and publish them using the current N-series forms, or if you prefer to delete the draft and start fresh with the new E-series forms.
