What to consider when publishing an EU correction notice

Cases where a correction notice should not be published

When publishing a correction notice for an EU procurement notice, it should be noted that the correction notice cannot be published in the following cases:

  • If the deadline for the notice to be corrected expires before the corrected notice has had time to go through the TED review process, a suspension notice must be submitted and then a new procurement notice must be submitted.

  • It is not possible to publish a correction notice before TED has published the original or previously corrected notice. TED's estimated publication date can be found in the confirmation email sent by TED.

Processing time

The correction notice goes through the same review process as other EU procurement notices, i.e. the following time limits apply:

  • When the announcement is published, the interface between Mercell Tendering and the national portal checks the announcement during the publication phase, after which the announcement is forwarded to TED for approval.

    • It will take a maximum of 48 hours for the announcement to appear in the national portal.

    • The correction notice will appear in the quotation service after the notice has been published in TED and the national portal.

If TED rejects the procurement notice, it will send the procurement unit a notification by email. The system will automatically return the notice to the Publication in XXX failed folder.

It is not possible to publish eForms correction notifications only to the Tender Service, but changes must always be published to national portal and TED as well.

Selection of the repair notification form

To start filling out the correction notification form, select a valid notification. On the Edit tab, select Edit notification information.

Correction notice

A correction notice is used to make changes to the fields in the request for quotation where the information is to be changed. The system automatically compiles the changes in the information that will be sent to national portal in the CHANGES section.

Things to consider when submitting a repair report:

Purchase object
The new correction notice should not use the word "CORRECTION NOTICE" in the title, but keep the title as it is.

Quotation service information

If the deadline for receipt of tenders, requests to participate or expressions of interest is amended, the Date and time of opening of tenders must also be amended. Note, this field only in open procedure.

Changes

The tab contains the information changed by the notification:

Once you have made the necessary changes in the Tendering section, you must go back to eForms to complete the changes you have made.

eForms

Once you have made the necessary changes on the Tendering side, you must also update the information on the eForms side.

The system will automatically insert the national portal identifier of the original notification here.

The checklist shows you the information that needs to be added to the notification.

On the Changes tab, it is mandatory to provide a Description of the reason for changing the notification.

The changes made are visible and it is possible to provide additional details.

After recording the description, a review must be performed. After this, you can close the tab and go to the Preview and publish page of the notification and publish the correction notification.
