When activated, this setting requires you to first select an item, then click/tap and drag it, to prevent you from accidentally moving anything on your plan.
When deactivated, you can click and drag and item in one move.
Click on Settings in the toolbar above your plan:
Navigate to the Device tab:
At the end of the Interactions section, check the box Touch-drag requires selection:
Scroll down and click on Save Device Settings.
