This tool is useful if your plan is large or you are zoomed in close. Instead of using the scrollbars, this setting enables you to pan beyond the edges of your plan when dragging an item, to make it easier to position items in areas that are currently off screen.
Click on Settings in the toolbar above your plan:
Navigate to the Device tab:
Check the box 'Automatically pan the camera when dragging an item near the edges of the planner'.
Scroll down and click on Save Device Settings.
