Supplier Portal roles

Terms:

Call of tender - publication, tender that buyer organization has created

Tender - a bid that the supplier organization created, a response to a call for tender

Every user role is based on the basic user role and they have some extra functionalities.

All users can:

  • Update the organization`s tier

    • Purchase the premium or enterprise

      • Upgrade premium to enterprise

  • Edit & submit a response to ESPD clarification requests if invited to do so

All the roles are listed below:

  1. Basic user

  2. Admin

  3. Tender owner

  4. Tender acceptor

  5. Contract manager

  6. User management admin unit level

1. Basic user

When Basic user opens tender for the first time, user will become as person in charge of tender and will receive all the notifications to it

  • Admin or tender owner can change them as the person in charge -> Notifications comes to the new person in charge

When Basic user opens the tender what is opened before by the admin or tender owner

They can see the following sections:

  • Summary

    • See the summary of the call for tender

  • Publication documents

    • Can download all the publication documents and view the pdf preview

  • Questions and answers

    • Can view the submitted questions (when the tender owner has sent them)

    • Answered questions (when the procurement entity has answered to questions)

Grey sections are not available for Basic users:

  • Persons in charge

  • Activities

  • ESPD

  • Other terms and conditions

  • Procurement object information

  • Sending

Free tier organizations:

  • When the basic user clicks grey sections, comes a notification that you need to have a tender owner role

  • Activities are a premium feature, and from that comes a notification that you should buy premium tier

Premium organization:

  • Comes a notification that you need a license and a role (tender owner)

 

My profile - tenders

Can see every tender that is opened in an organization

  • Open the tender for viewing

 

They will end up here

 

2. Admin

Can:

  • Open every tender in the Supplier portal

    • Access in persons in charge tab

      • Admin can always open all tenders and change itself as the person responsible for the tender

      • Change another tender owner as the person in charge of the tender

        Note! If the admin wants to edit a tender, the admin must have the tender owner role also

    • The drop-down menu shows every user in the organization who has a tender owner and admin role

    • Can access the activities if user have license (Premium)

  • Edit the tender (my profile - tenders - in progress)

    • Access in persons in charge tab

    • Activities if user has license (Premium)

  • Add documents to the organization`s document library (Premium)

Can`t:

  • Edit the tender (needs to have tender owner role)

    • Send the ESPD requests to groups or subcontracto

  • Give the temporary editing right to other users (needs to have also tender owner role)

  • Submit the tender

  • Access the contracts and commissions tab (needs contract manager role)

  • View the submitted tender pdf document (needs to have right to tender and tender owner role)

3. Tender owner

When Tender owner opens tender for the first time, user will become as person in charge of tender and will receive all the notifications to it

  • Can change the person of charge user to someone else (tender owner user or admin)

    • Can give the temporary editing right, but at that time cannot edit that specific tender (Free)

  • The tender owner can access every page and fill out the tender

    • Activities (Premium)

    • Summary

    • Publication documents

    • Q&A

      • Submits the questions

    • Fill the ESPD

      • Send the qualification request from ESPD to the group and subcontractors

      • Approves the answers

    • Other terms and conditions

      • Add a document from the organization`s document library (Premium)

    • Enter procurement object information

      • Add a document from the organization`s document library (Premium)

    • Sending

      • Add a document from the organization`s document library (Premium)

      • Submit the tender

    • Receive the clarifications from the tender

When Tender owner opens the tender what is opened before by the Admin or Tender owner the Tender owner can:

  • Open the created tender (Free)

  • Open the pdf (Free)

  • Delete the tender if have editing rights (Premium)

The tender owner can create a parallel tender by 'create a new tender' button.

But if the procurement entity has been preventing parallel tenders- can`t do that

My profile -> Tenders:

For the freemium, this behaves like a basic user if the tender owner doesn`t have rights to specific tender

If the editing rights are for all the tender owners or specific users, those can

  • View tender pdf

  • Delete tender

  • Download the document package (Premium)

4. Tender acceptor

The user needs to have reading right so they can:

  • View the tender's pdf document if the user has been given the right to do so

    • Note! Free package users can only see offers from the past

5. Contract manager

Can see:

  • all organization's contracts

  • report their possible organization's commissions to procurement entities

6. User management admin unit level

Has only access to User management and can:

  • Create new users

  • Edit/ delete existing users
