Creating a New Tender from Scratch (Blank Tender)

If you prefer not to use an organization template or copy a past tender, you can choose to build your tender entirely from scratch. This setup method requires you to manually define the baseline parameters of your procurement before entering the main editing workspace.

Here are the steps to initiate your tender using the blank setup method:

Step-by-Step Guide

Select Setup Method: On the creation screen, bypass the templates and historical tenders, and select the option to start from a blank tender.

Define the Estimated Value: You will be prompted to choose the threshold category for your tender. Select whether your tender is:

  • Below national threshold (a low-value tender)

  • A national tender

  • An EU tender

  • Note: If you are unsure at this stage, you can select the Not yet known option, which allows you to proceed and change the value later.

Select the Nature of the Contract: Choose the appropriate nature of the contract from the available options.

Important: Procedure Type limitations: Please note that in the initial release of this new workflow, only the Open procedure is supported. If your procurement requires a different procedure type (such as a negotiated procedure, restricted procedure, qualification system, or DPS), you must still proceed through the classic creation path.

Review Language and Currency: The language and currency fields will automatically populate based on your organization's predefined settings. However, you have the option to manually edit these fields if your specific tender requires it.

Structured Documents: If your organization utilises structured documents and you have the appropriate user permissions, these settings will also be included and visible at this stage.

Continue: Once you have defined these initial parameters, click Continue to move forward.

What Happens Next?

After clicking continue, the system will automatically route you into the main editing view. From there, you will be able to fill out the remaining sections of your tender, upload documentation, and eventually select your formal notice type within the Mercell Forms section.
