Usually, no, as Interrail/Eurail passes are valid on trains only. There are a few exceptions, such as S-Bahn services in Germany and rail-replacement buses, but only when they’re operated by the train company.
Interrail/Eurail passes do not cover:
Metros, trams, or city buses, as these are typically run by local urban transit authorities
Some private or local train operators, for example: Euskotren narrow-gauge trains in Spain (Hendaye–San Sebastián–Bilbao); the Circumvesuviana railway in Italy (Naples–Pompeii–Sorrento); some mountain railways in Switzerland and France like the Jungfraubahn or Mont Blanc Railway; the Jacobite Express in Scotland and heritage railways in the UK.
