Who assigns the job?

The client assigns the job to the main contractor. For a subcontractor, the company one level higher assigns the job.

Tasks exist only when the top job is a client job. Each company sees only the tasks of the job it holds. A main contractor does not see the tasks of a subcontractor's workers.
