The business logic definition of Business Rules always uses the structure of "IF-THEN-ELSE". For rules that are straightforward such as Salary multiplied by 20%, where there are no conditions to consider, it is possible to still use the IF-THEN-ELSE structure by using 1 is Equal to 1 in the IF part of the structure.
