By default, the Landing Experience feature is shipped as "on" for internal users and "off" for external clients. It will need to be switched for external users to access it.
External Client
The Landing Experience can be turned on for a given company from the Portal Configuration screen for External Client User Type. Tick the Landing Experience Enabled checkbox and click

When the Landing Experience is turned on, external client users will be automatically directed to the Landing Experience page. If a user has access to more than one company, they must first select a company name to view that companies dashboard.
