What is a Master Plan?
The Master Plans feature provides a dedicated space for local authorities to submit, organise, and manage digital artefacts that represent confirmed or intended decarbonisation actions. By grouping together approved Projects and Scenarios, the Master Plan helps distinguish plans that are expected to move forward from those still under consideration.
Using Master Plans enables local authorities to track progress and make informed decisions on their decarbonisation pathways. Master Plans are also visible to your Distribution System Operator (DSO), supporting coordination and network planning.
What is included in my Master Plan?
Master Plans are specific to each local authority and include Projects and Scenarios which have been approved and marked as likely to be developed. This process involves sign-off with appropriate stakeholders. This provides a way to visualise and track plans that are most likely to be realised in a decarbonisation pathway.

Overview
The Overview page provides a high-level summary of all submitted artefacts, including:
Total carbon abatement
Overall costs
Total energy demand and generation (kW)
This page offers a quick snapshot of progress and overall impact:
Net Zero Targets
This section allows you to analyse how your confirmed plans align with your goals.
Inputs will be used to determine the Target Decarbonisation Pathway trajectory between now and your defined Net Zero Target Year.
This is then displayed against the actual progress of the buildings decarbonised by artefacts submitted to your Master Plan:
In the “Your Local Area” panel, you'll find insights into your local baseline, including:
Total potential for building-level heat decarbonisation
Estimated EV charge point (EVCP) potential based on driveway availability
Potential for rooftop solar PV generation
Assets Under Review
This section displays submitted plans awaiting approval by managers. Managers can view plans and any provided supplementary information before adding them to the master plan.
Map
The map allows you to visualise the deployment of the low carbon technologies submitted to your Master Plan over time. Once artefacts have been added to your master plan, you'll see the rollout of low carbon technologies distributed by LSOA:

Managers will soon be able to to scan deployments across their Master Plan, and remove any duplicates to ensure sanitised and quality data for the local authority, network operator and other stakeholders.
Who can access my Master Plan?
There are three roles within a Master Plan:
Viewer:
Can view the Master Plan
Cannot submit or review artefacts
Contributor:
Can view the Master Plan
Can submit Projects and Scenarios for review
Cannot approve assets or manage users
Manager:
Can review and approve/reject submissions
Can make live updates to the Master Plan
Responsible for user access management
To invite new users, click “Add users to Master Plan”:
Then, use the edit (pencil) icon to adjust user roles, or use the delete (trash) icon to revoke user access.
