You probably arrived at this guide because you use the service, are concerned about all the privacy laws, and want to make sure that your website is compliant. Therefore, it is completely natural to ask whether GTM uses cookies and whether it will appear on our platform when scanning your website's tags.

The answer is NO, but there is one case where cookies are actually used.

Let me explain.

By default, Google Tag Manager does NOT use cookies because GTM is simply an intermediary between your website and the marketing/analytics tools you have installed. Google Tag Manager does not store any personal data about visitors. On the other hand, the third-party tools you have installed through GTM will likely store cookies and process personally identifiable information.

There is one case where Google Tag Manager uses cookies by default

However, there is one situation in which GTM sets cookies in your browser. This is the Preview and Debug mode.

When you enable it, an orange banner appears in the GTM interface. What happens in the background is that Google Tag Manager sets several first-party cookies that are essential for Preview mode to work.

If you have these cookies, Preview mode can display what is happening on your website and which tags are being triggered. This is a necessary component for Preview mode to function. Only you (or someone else who has also enabled Preview and Debug mode) receives these cookies.

When you exit Preview mode, these cookies are deleted.

Therefore, if you are concerned about setting up unnecessary cookie blocking in your visitors' browsers and are wondering whether Google Tag Manager uses cookies or not, rest assured. GTM is not causing any issues here.
