IQA’s may conduct moderation if they meet the requirement, however the Centre must consider a potential conflict of interest which may arise with the IQA responsibility for monitoring their own practice for the moderation function.

Where this situation is presented, the Centre must follow EAL’s requirements for reporting and managing conflicts of interest and seek guidance from the Centre EQA.

Moderation must be conducted by someone independent of the assessment being moderated.

Moderation staff must be able to demonstrate that they have verifiable, relevant, and sufficient technical competence to evaluate and judge the performance and knowledge evidence requirements set out in relevant unit learning outcomes and learning criteria.

Technical competence is defined as a combination of practical skills and knowledge, and the ability to apply both, for example:

Technical Competence required by a moderator

An ability to describe

the practical aspects of the learning outcomes & criteria being assessed

An ability to demonstrate the practical learning outcomes & criteria being assessed

This will be demonstrated either by holding a relevant technical qualification or by proven industrial experience of the technical areas to be assessed. The moderator’s technical competence must, at the very least, be at the same level as that required of the learner(s) in the units being assessed.

Technical competence staff undertaking moderation of assessment decisions must have:

  • Recorded attendance at moderator training to include qualification requirements for the marking/grading outcome, EAL requirements for moderators, and the recording requirements

  • Recorded attendance at moderation standardisation, a minimum of twice a year
