Below are examples of learner sampling size to be completed by the moderator using a risk-based approach. This takes into consideration all factors outlined in this guidance for Centres wishing to develop their moderation strategy based on their qualification and quality delivery model and discuss with their Centres EQA.

Your assigned EQA will refer you to this sampling risk profile when discussing the operational risk linked to the qualification sampled. When requested, you must align your sampling strategy to the operational risk identified during the Awarding Organisation’s moderation.

As a minimum, the Centre should ensure all staff and units included in the qualification claim must be covered within the qualification claim.

A minimum of three Learners must be included in the sample. (Where this is not possible, please seek EQA advice where numbers are lower)

Sample set at 10% - 35% of learners claimed (may be greater to ensure all assessors across all the units within the qualification are covered in the sample.) Where this is the case an example of the Learner sample size may represent –

Fewer than 18 Learners claimed = 35% sample required

19 - 100 Learners claimed = 25% sample

101 -200 Learners claimed = 15% sample

201-500 Learners claimed = 10% sample

If the Centre has a robust quality assurance process and effective moderation and claims process following the first sample, the IQA may consider applying a medium risk sample for the next moderation.

Sample set at 6% - 25% of learners claimed and may be greater to ensure all the assessors across all the units within the qualification are covered in the sample.

Where this is the case, an example of the Learner sample size may represent

Fewer than 18 Learners claimed 25% sample required

Fewer than 18 Learners claimed = 15% sample

19 – 100 Learners claimed = 12% sample

101 -200 Learners claimed = 10% sample

201-500 Learners claimed = 6% sample

If the Centre has a robust quality assurance process and effective moderation and claims process following the second sample, the IQA may consider applying a low-risk sample for the next moderation.

Sample set at 4% - 10% of Learners claimed and may be greater to ensure all the assessors across all the units within the qualification covered in the sample.

Where this is the case, an example of the Learner sample size may represent

fewer than 18 Learners claimed 10% sample required

18- 100 Learners claimed = 8% sample

101 -200 Learners claimed = 6% sample

201-500 Learners claimed = 4% sample

The final figures you set for your learner sample size will be dependent on the risks identified and your confidence in providing accurate and consistent outcomes.
